Configmgr crashes when WsSQL Service Bindings are Identical

When running configmgr, adding multiple ws_sql service bindings causes the configmgr to crash.

ws_sql auto-assigns port 8510 and if you have multiple service bindings it crashes when assigning to the same port.

This was tested using
hpccsystems-platform_internal-5.0.2-1saucy_amd64.deb
and
hpccsystems-wssql-5.0.2-rc1saucy_amd64.deb
