      Description

      Library function 'SplitWords', as it stands, is fine and does a job.

      However, in reality, most records types are too complex to be split into fields using this function.  There are quoted strings to contend with and possible escape characters, required as field separators can always also be data.

      I would use PARSE, which works well if the character to split is fixed at compile time, but a PATTERN or TOKEN must be constant at compile time.

      I don't want to second guess an interface the core team might decide upon, but something along the lines of SplitWords but with an additional SET OF STRING1 (or just STRING) parameter listing the characters to be treated as quotes. in which the field separator is considered data.
