Ecl packagemap add should add logical file information to dali

When adding package file information to dali, we need to also make sure that missing logical file information gets cloned into dali so roxie can copy the files. We need to do the same thing the ecl publish does.

At the same time, file spraying while doing an add should probably be removed.
