Package validation should check query files that are not mapped

The compulsory attribute needs to be supported in package files and on the roxie platform. If compulsory is true it means that for that specific query all superkeys must have a definition in the package file. The definition could be empty. If all superkeys are not defined then it is an error, not a warning and the query should be suspended.
