Roxie gives asserts when dali not connected

If roxie is running without a dali connection (i.e. because dali is down), there are a couple of cases it is not handling too well.

If a query should be suspended beecause it refers to a file that was not resolved, it will generate an assert(isitem)

If a Query tries to lookup a file at runtime, it will generate the same assert
