Ubuntu dependencie issue with r packages

r dependencies are in the base apt package repo and the naming convention for r-base-core is now all lower case, and there doesn't seem to be a need for a third party repo for r dependencies anymore.

Will fix cmake to ensure that the package dependencies are matching the new ubuntu package list.
