Plugins should be included in open source release packages

Currently when building and installing the platform, the version that gets released to the website separates the core platform and the plugins. Users have the choice as to which plugins they want to install. We made this change many years ago.

Is this still really need or does it make sense to put everything back into a single package?

Are there issues with plugins such as java, and R?
