Make vcpkg catalog installation conditional

HPCC-28989 adds vcpkg-catalog.txt to the installation package unconditionally. This is problematic when installing multiple packages, such as when installing a 3rd party plugin on top of an existing platform installation. Each package will contain a version of the file, causing failed installations due to conflicts.

Make the file's installation conditional, enabled by default with an option to disable.
