Add a Std.Job.Deployment() function that can be used to identify the HPCC deployment

    Description

      This would in ECL simillary to how platform(), cluster() etc. are used.

      Traditionally, ECL users have had common code that runs in multiple environments and have kludged identification by using Std.Job.daliServer() as a means of uniquely identfying whether the Dali IP was e.g. Prod vs Dev.

      Std.Job.Deployment() would be automatically populated in a cloud deployment, by the name of the helm hpcc chart instance, and in bare-metal it could be configured as ops. sees fit, or if not configured, fallback to returning Dali.
