Update smoketest to Ubuntu22.04, as build process now requires a more modern cmake

The biuld process now requires a minimum cmake versio of 3.22.1.
Update smoketest (from using Ubuntu 20.04) to 22.04 which in doing so brings with it a newer default cmake version.
