Create a daily report on subscription usage, preferrably emailed per user and to admins

There's no automatic way to retire idle deployed resources (afaik), users create Azure resources, use them, and can leave them running longer than need be.

It would useful to report to some admins, and the users themselves, what resources (e.g. AKS instances) are up in a report, perhaps emailed out on a daily basis.
