Allow the maximum size of the compression buffer to be dynamically reduced

If you have a situation where you are trying to pack two different items into a fixed size block where one or more are compressed.  The buffer available for compression needs to reduce as the other items expand in size.

E.g. index entries with separately compressed keyed and payload portions.
