Std.Date.CurrentTime() parameter on containerized system

using a local Docker cluster, both of these return the same value: 
      IMPORT STD;
      Std.Date.CurrentTime(FALSE);
      Std.Date.CurrentTime(TRUE);
    and they both appear to be UTC times, not local
