Some statistics being lost/overwritten by merging inactive/active stats process

HPCC-27640 (8.10.6) introduced a change which separate out the collection of inactive stats (e.g. from phases already done) to active stats.
Howeve, in the process it overwrote the main activity stats collection, which other activities were setting directly, thereby loosing those stats.
