Avoid tracing programmer logging to stdout

Especially in containerized mode the default should be for programmer logging to not be written out to stderr - which will ensure it does not get included in log analytics etc.

Probably configure by allowing a filter by audience, which defaults to not programmer.

If something else efficiently filters the logging before it is sent to log analytics it is possible that we may want to re-enable this on some systems.
