Cannot open configmgr in 8.10.0-rc4

On the 160 cluster, I go and try to start configmgr with the following command and I get the following error as well.

[loch@dev-roxie07-neut-160:dev-roxie07-neut-160001 ~]$ sudo /opt/HPCCSystems/sbin/configmgr
Using default filename /etc/HPCCSystems/source/environment.xml and default port "8015"
Verifying configmgr startup ...Failure
Exiting configMgr
/opt/HPCCSystems/bin/start-stop-daemon: warning: failed to kill 9901: No such process

No process in pidfile '/var/run/HPCCSystems/configmgr_init.pid' found running; none killed.

I do not have any other esp processes running nor is configmgr running anywhere.  

I can't seem to figure out how to start configmgr.

I believe jamesdefabia has the same issue on 18.04
