Cloud: Add support for getting a list of ECL queues

Users (especially those trying to automate) need a way of being able to list queues and services by type.  For example to allow users to choose where to run their ECL job.  I don't thing there is a service method that returns that information for cloud systems.

There is a way to list services.

It would be nice if the service method also worked for baremetal.  I could then add command line support that listed available queues and services for any environment.
