ESDl WSDL command should recognize ECL option use_method_name

running:

esdl wsdl with unversioned-ns and ivs parameters added.

The old transformation would create an element of 'BrowseResources' as the request object and a corresponding 'BrowseResourcesResponse' element.  Now we are creating a 'BrowseResourcesRequest' object instead.  Not certain if this was intended.
