Add ability to configure default dfuserver options globally (via environment), e.g. nocommon/maxConnections

Currently, it is not possible to define the default behaviour of some configuration options.
It would be useful to allow this, for some options, e.g. noCommon and maxConnections, because in some environments these need to be tuned based on their network characteristics for better performance.
