Allow git user to be supplied by command line environment

Currently this relies on the HPCC_GIT_USERNAME environment variable, but that does not map very well to allowing multiple accounts on different eclccserver on a bare-metal system.

Instead add a command line option to eclcc, and configuration options for eclcccserver to make it easier to configure.
