Network policies preventing lingering Thor instance being used

With network policy enforcement (e.g. Calico), inter pod communication is limited by k8s network policies.
Thor limits ingress/egress to only pods within the manager and workers.
However, for the next graph to re-use the Thor instance, the thor-eclagent must also be allowed to communicate with the thormanager pod.
