Test Auth Service

Have a new configuration (which may well become the default) which has two pre-canned users:

• admin
• standard

With either no passwords or with "admin" and "standard" as the passwords respectively.

This will allow us to test the default admin / standard restrictions within ECL Watch without an LDAP setup.
