Switch GitFile plugin to use a library instead of child processes

The parse times for the queries on the cert server are much higher than I would expect (e.g. 10x generate time, while I would expect 1/2). I wonder if it is because it is reading from git and the buffer sizes are much too small on the read from the pipe.
