Document how to configure containerized systems

Users are going to need to know how to setup / modify  configurations using the containerized version of the platform.  This Jira can serve as a parent for tasks as they get identified.  Talk about how to start systems, start up different components (prometheus, elk, etc), use of values.yaml, etc  ghalliday, may have more details
