Add an option to startall.sh to start up prometheus server

It would make it much easier for developers, and reduce the inertia, if there was a simple option on startall.sh to deploy a promtheus server and configure it so that it received all the metrics published by the platform. Possibly defaulting on eventually.
It would probably be useful to the developers, and improve the visibility of the metrics.
