Allow the default repo directory to be configured for eclccserver

There will be an advantage in placing the cached git repository directories onto shared storage - to avoid the cost of a fetch for each query.

It should be possible to configure the default directory, and in the cloud provide a new category of storage plane that can (optionally) be used to provide the default location for storing them.
