Cache getOSSdirTree()

Currently the code to get the configuration directories on bare-metal often call getOSSdirTree() to read the local environment.xml file. It would be sensible to have a time-limited cache to prevent it being read so frequently. Possibly more of an issue with changes in HPCC-26214.
