fsGetDropZones() and fsGetDefaultDropZone() not implemented for containers

    Description

      fsGetDropZones() and fsGetDefaultDropZone() both access the environment.  They need to look a the planes instead for containerized.  They should probably always look at the planes, in both bare metal and containerized systems.  (See HPCC-25815).
