Move documentation repo for J4HPCC to the standard HPCC docs repo

g-pan, work with rpastrana and mcmuja01 to move the J4HPCC and other docs from the projects doc repo to the standard documentation repo.  This will enable our build and release process to incorporate these documetation files into standard process.  All platform docs should follow this
