      Description

      Currently when accessing a local logicalfile (e.g. ~file::localfile::afile), a call is made to establish the OS of the host.
      Where the host is local, there is no point in checking - i.e. the host is known to be the host type that is executing.
      In _DEBUG it is already skipping this test, but for some reason in Release it still tries to connect to a local dafilesrv.

      In bare-metal, this may not normally be noticed, since there is usually a local dafilesrv running.
      In Cloud this attempt and the lack of a dafilesrv, causes a spurious 'getDaliServixVersion : connection failed' warning to be issues, and a delay whilst trying.
