Ensure eclcc logging is output in containerized mode, so captured by K8s logging mechanism

Currently when eclccserver runs eclcc, it creates a log per workunit in the instance directory (/var/lib/HPCCSystems/<eclccservername>/<wuid>.eclcc.log

It should create/output the log into the logging directory (/var/log/HPCCSystems/..)

In containerized mode, turn off eclcc log fil creation and association with workunit.
