Allow 'ecl deploy' to protect the just-created workunit

Add an option (--protect) to the 'ecl deploy' subcommand that protects the just-created workunit. This is to facilitate the creation of workunits that are cloned and executed by other tasks by preventing Sasha from reaping those workunits.
