Installation directories missing some regression suite files

The cmake files under testing overlap in what they are trying to copy, but also selectively copy files, and as a result, do not copy some files that are required to run some of the regression suite queries, e.g. manifest files.
Simplify with 1 install directive for regress/ in the testing cmake file.
