Add comments into dali code to indicate location of metric gathering

It would be useful to have a PR  that contains some comments in the dali code to track

i) the number of active transactions

ii) the total number of transactions.

initially for SDS transactions, but may be worth adding the comments for NamedQueue transactions at the same time.

The comments can then gradually be replaced with real calls as the metric framework is developed.
