Restart pods on configuration changes by default

Use annotations in our helm charts, based on hashes of generated config maps, such that changes to configurations cause replicas to auto-update.

We will want exceptions to this, e.g. will not want to Dali to follow this pattern, and we may later want to introduce optimization, such that parts of component configurations are not part of this auto-restart and are instead detected by the component themselves and auto-refreshed, but for most this should be the default, allowing K8s to auto roll out new settings into replicas when there's an update.
