Remote file copy always replicates

Copying a remote file via either ECL Watch or programmatically (Std.File.Copy()) results in a replicated copy even though thor.replicateOutputs=false and no replication was requested at copy time. thor.replicateAsync is also false, if that matters.

The configuration settings were confirmed in /var/lib/HPCCSystems/*/thor.xml to ensure that they were active at runtime.
