Sasha FILEEXPIRE CDelayedDelete on file locked by Roxie

We are seeing strange behavior with sasha in LnP Dev Roxie env.

It started logging CDelayedDelete's on a single file back in April and has been repeating since.

First time it started logging:

Since the roxie cluster has a lock, should it even be trying to expire the file? Restarting sasha and the roxie clusters did not help. This is a dedicated Roxie environment with no thor.
