yaml.dll in the wrong location for windows clienttools build

I was unable to connect to a server using ECL IDE.  It kept only doing local compiles for me.

However, upon investigation, gordonsmith noticed that his installation could not locate the yaml.dll file through CMD, but could through BASH.
