Create scm definition for the internal file service

At the offsite, we talked about the next steps for progressing work on moving the files so they can natively support off node storage, and the first step was to create the scm definition for the internal file service.  This would allow us to provide the serialization format required to allow information to be sent from esp to thor, and from thor master to the slaves.
