Search for situations where IFiles are created, destroyed and then created

When the files are local there is no cost in creating an IFile checking it exists and then recreating the IFile.  For unattached storage that is no longer true, especially if the file is in AWS S3/Azure blob.  One example was in the code generator, but there may be other examples.
