Decide on how topology is represented in a containerized system

    Description

      Currently the topology is stored in the environment.xml/the roxie topology file.  If a system is being configured by Kubernetes then it makes sense for that to be the master for the topology.  What does that mean for the system?

      • Which components need to understand the global topology?
      • Is the environment updated with active topology?  Is the topology split into a different file, or implemented via calls to the k8s API.  Do we care a bout a dependency on k8s?
      • What about landing zones, which might not have any machines associated with them.  Could possibly be s3 containers or something else?
      • How does Thor fit in, and get started?
