Roxie incorrectly copying files to hpcc-data2

      Description

      When starting Roxie 7.6+ on a 100 node cluster with:
      numDataCopies="2"
      This is observed on nodes 51-100:
      00005387 2019-10-06 12:15:56.468 71004 71011 Received files to copy
      00005388 2019-10-06 12:15:56.469 71004 71011 Background copying //1.1.1.50:7100/var/lib/HPCCSystems/hpcc-data/roxie/thor/sample._50_of_401 to /var/lib/HPCCSystems/hpcc-data2/roxie/thor/sample._50_of_401
      Which did not occur with previous 7.4 releases, with the exact same env.xml config.
      numChannels is not set in the env config, but it is calculated to be 50.
      One difference is that with 7.4 getReplicationLevel(1) returns 0, but in 7.6 getReplicationLevel(1) returns 1.
