Activity page should show current cached state whilst building new state, rather than nothing/block

      Description

      Currently the activity page in large environments can take a considerable time to build (few minutes?).

      When viewing the Eclwatch's home page and therefore the activity page, if the activity page cache has timed out, it blocks until it is rebuilt.

      That means the user sees nothing for an extended period of time.

      NB: there seems to be a separate problem that if this delay is long enough, then eclwatch will not show anything at all, until the user hits refresh - possibly because it has waited too long and timed out.

      It would be better if the last cached version was kept and displayed and only throw away when the new cached version was ready.
      That way, Eclwatch users will always get a quick response.
