hanging on stop component when job is running, causing uninstall/upgrade issue

We experience a hanging component when we try to stop while a job is running. We need to insure that all old components are wiped from memory and are off the system when we do an install, the current hpcc-init or dafilesrv stops, or systemd stops only do a sigterm and do not insure that everything is completely off the system.
