Upgrade to 7.4.x, ROXIE denied access to Dali

      Description

      This is on a development system, where the platform is built and installed via make install. It was previously running builds from 7.2.x. After compiling and installing 7.4.x, ROXIE fails to start up. roxie.log is filled with:

      "1424: Error trying to connect to dali 10.211.55.15:7070: Access denied!"
      

      I'm assuming that the new whitelist feature is causing this issue. For those people upgrading their system, where they have no whitelist settings, we should either 1) default whitelisting to false, 2) refuse to start, or 3) display prominent warnings along with pointers on how to address the issue.
