Prevent automatic translation from published format if reading as different file type

      THOR files with nested child datasets need to be sprayed as a Delimited file due to their variable record lengths. The spray of the file does not error, but when defining the file in ECL and then attempting to browse it returns the following system error:

      Error: System error: 3000: Graph graph1[1], diskread[2]: SLAVE #1 []: assert(required <= maxOffset) failed - file: rtlcommon.hpp, line 98, assert(required <= maxOffset) failed - file: rtlcommon.hpp, line 98 - handling file: /mnt/disk1/var/lib/HPCCSystems/hpcc-data/thor/online/bmf/test/personsaccounts._1_of_3 - caused by (3000, assert(required <= maxOffset) failed - file: rtlcommon.hpp, line 98) (0, 0), 3000,

      You can see the failed workunit and ECL on our Boca training cluster:

      Failed workunit is W20190130-105020

      DFU workunit that sprayed the data is D20190130-104438

      I have also attached the ECL Module definition that the above workunit was trying to reference.

      At first I thought this was a regression of issue HPCC-12478, but in this spray we simply omitted the seperator and cleared the Quotes entry. The terminator remained as the default setting.

      This is a show stopper as you are unable to work with any variable length THOR files.
