    Description

      Changes introduced by HPCC-20643 are causing make install builds to fail.
      e.g.:

      make[2]: *** No rule to make target '/home/jsmith/git/HPCC-Platform/initfiles/etc/DIR_NAME/genenvrules.conf', needed by '/home/jsmith/hpccdeb/etc/HPCCSystems/genenvrules.conf'. Stop.
CMakeFiles/Makefile2:2896: recipe for target 'initfiles/etc/DIR_NAME/CMakeFiles/configure_genenvrules_conf.dir/all' failed
make[1]: *** [initfiles/etc/DIR_NAME/CMakeFiles/configure_genenvrules_conf.dir/all] Error 2
