Include SPARK install package in internal platform builds

Internal builds should include Spark install package and logic to configure/deploy spark nodes alongside hpcc

1) a script to install/configure spark on every thor slave node and master spark on esp node
2) a wrapper script similar to hpcc-run which will
2.1) collect thor slave ips
2.2) run script 1) on all thor slaves.
3) give hpcc user sudo permission to script 1)
