Sasha command should be in its own dll

There are a few things that use the Sasha command API to talk to Sasha.
Mainly the 'sasha' CLI program, but also it started to get used by ws_fs some time back and more recently by nagios.

It should have been split into it's own DLL, but at the moment the cpp has been included and is recompiled into each project that uses it.
