Use of BEGINC++ in Bundles and Permissions

It would be helpful to support the idea of a signed bundle so we could safely allow BEGINC++ attributes in a signed bundle to be executed by users with minimal permissions.

Some of the ML bundles use BEGINC++ and a user must have permission to execute embedded code to use those attributes.
